The Soviet Oil Company Union Petroleum Trust has applied
to a Government lessee portion of xpassant his holding on which to
erect oil tank installation. Lessee is prepared to refuse if Government objects. I am not aware of views taken by H.M.Government as regards extension of activity of Soviet Oil Company to Hong Kong. Imports of petrol and pax kerosine are derived almost entirely from foreign sources. It refused permission to establish itself in Hong Kong it is not unlikely that Soviet Oil Company will establish itself somewhere in South China outside British Territory, Refusal of permission is not likely to be of any benefit to Hong Kong. I shall be glad to know whether you wish to issue any instructions
in this matter.
